If it's feasible, add a function that would allow mods to ban a member from CE for violating the rules that are associated with CE, but still allow access to the rest of the forum. The benefit of this would allow for stricter moderation directly associated with CE without the punishments to a member extending to the rest of the forum.

that would be cool, but i think the full ban is the only thing stopping C/E from getting napalmed on a regular basis

I stick around for the community. Even if some people bail, I'm sure they'll check back in a while to see if things are still running. We built up from nothing when we left EBWF, after all.

As for what I'd like to see...

I've always felt that Current Events should be treated as a separate forum in ways. Not that it really matters, but a unique theme would be awesome.

I used to run a IPB skinning community a few years back so I'd volunteer myself, however I seriously do not have the time any more, plus the fact I haven't used either IPB or VB for a few years.

Again really the quality of the community falls on the posters themselves, rates of posting, updates etc etc.
